This app lets your child watch short clips (not full episodes) from PBS Kids shows and has a number of features for parents. Please note that the description says the app can be used with a 3G or Wi-Fi connection, but I highly recommend using it with a Wi-Fi.

Every week, the app will introduce your child to a new “Weekly Pick,” a set of fun educational videos that will engage him or her in reading, science, math and more.

The app also includes features that parents can access by sliding the “i-bar” to the right:
